Naval Research Laboratory Issues RFP for Satellite Software & Operations Support

The Naval Research Laboratory (NRL) has officially released a Request for Proposals (RFP) seeking industry partners to provide software development, sustainment, and operational support for its satellite mission systems under the Department of Defense (DoD).

The solicitation focuses on maintaining and enhancing mission-critical software platforms that support satellite ground operations at NRL Headquarters in Washington, D.C., and the Blossom Point Tracking Facility (BPTF) in Maryland.

Key areas of performance include IT infrastructure, cybersecurity, and software systems such as the Neptune Software platform, Virtual Mission Operations Center (VMOC), and Transmit/Receive Enterprise (TREx) services — tools that ensure uninterrupted satellite communication, control, and data management.

Contractors will be responsible for delivering reliable, secure, and scalable mission software in support of NRL’s satellite operations. The work will primarily take place at NRL’s facilities, with additional efforts at BPTF. Proposal submissions are due by November 19, 2025, and the overall ceiling value for the opportunity will not exceed $250 million.

This RFP represents a significant opportunity for government contractors with expertise in space systems, DevSecOps, and satellite mission operations to collaborate directly with one of the nation’s premier defense research institutions.
